Rising Barriers, Shrinking Aid Fact Sheet

The lack of a clear and strategic approach to state-funded financial aid has led to an inequitable distribution of aid across the sectors of higher education. This runs counterproductive to the Commonwealth’s stated goals of equity and accessibility in public higher education.The total state aid students receive covers only a fraction (12 percent) of the cost to attend college. This has led to an increase in student financial unmet need, a growing student debt burden, an increase in educational gaps, and the potential for economic instability.
